Cynical and thoroughly corrupt police officer Bruce Robertson, devoid of any moral principles, learns that a prestigious position has opened up in his department and becomes determined to secure the promotion at any cost. Instead of investigating a brutal murder, he plays a dirty game against his colleagues — his rivals for the position — abuses drugs relentlessly, and gradually loses his grip on reality.
